Company Licensing

The Insurance Division oversees and regulates the insurance industry in Vermont.  The company licensing section monitors the financial stability of both domestic and foreign insurers licensed in Vermont.  In addition, the Section licenses or authorizes new insurers to do business in the state.

Our objective is:

  • To detect, as early as possible, the financial deterioration of insurers, which may lead to the restriction of a company’s authority to do business, thereby minimizing financial loss to policyholders and/or the Vermont Guaranty Associations; and
  • To license or authorize new insurers that meet the needs of Vermont policyholders, as well as the criteria for licensing.

Note: the above does not pertain to Vermont Captive insurers or foreign risk retention groups.

Changes to Company Contacts

In August 2021, the State of Vermont Department of Financial Regulation went live on State Based Systems (SBS), a web-based NAIC application that supports state insurance regulation functions.

Insurers are now able to update company contacts which automatically updates the official address record for your company in our database. The department maintains the following addresses in our database: Mailing, Consumer All, Regulatory Compliance, Statutory Address, Main Administrative Office, Producer Licensing, Market Conduct, Market Conduct Annual Statement Contact, Cyber-security Contact, and Service of Process.
