Commissioner Kaj Samsom
Kaj Samsom brings a track record of a proven leader who brings a unique persp
ective having served in both the private and public sectors to his role as Department of Financial Regulation Commissioner. Prior to his March 31, 2025, appointment as DFR Commissioner, Mr. Samsom served as chief auditor at the National Life Group. His professional background includes more than 14 years of experience in state government serving in various roles and capacities. Mr. Samsom joined the Department as insurance examiner in 2006; in 2011, he was named director of the Insurance Division Licensing and Examinations section and in 2014 was appointed Deputy Commissioner of the Insurance Division by then-DFR Commissioner Susan L. Donegan. From 2017-2019, he served as Tax commissioner in the Scott administration.
A certified public accountant, a certified financial examiner and a member of Pi Alpha Alpha (the public administration honor society), Mr. Samsom holds a Bachelors of Science as well as a Masters in Public Administration, both from the University of Vermont. He has also served on various boards of directors including the American Institute of Certified Public Accountants Governing Council, the Vermont Society of Certified Public Accountants and the Moretown School Board.
